1.	Examine how emergency response activities are organized, funded, and coordinated. Review the impact of natural disasters on county finances. Identify any deficiencies in authority for the most populous counties related to infrastructure planning, emergency response, and recovery. Explore ways to improve efficiencies and manage costs while protecting public safety. Additionally, study the relationship between the state, counties, non-governmental organizations, and churches in preparing for and responding to Hurricane Harvey and its aftermath, and determine if preparedness plans are adequate.
2.	Evaluate whether counties have the necessary ordinance-making and enforcement authority to deal with flood risk in unincorporated rural and suburban areas of Texas. Additionally, examine whether counties have adequate resources and authority to ensure that new development in unincorporated areas is not susceptible to flooding.
3.	Study how counties identify defendants' and inmates' behavioral health needs and deferral opportunities to appropriate rehabilitative and transition services. Consider models for ensuring defendants and inmates with mental illness receive appropriate services upon release from the criminal justice system.
4.	Review the population limitations found in Local Government Code Section 154.041 and Local Government Code Section 113.047. Determine if counties with a population below 190,000 could benefit from the population limitations being removed.
5.	Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 85th Legislature.

1.	Examine and report on ways to improve the coordination of rebuilding housing and infrastructure following a natural disaster, including evaluating additional cost effective options for FEMA to utilize in providing direct housing assistance immediately following a disaster, creation of comprehensive lists of housing opportunities or web portals to disseminate information to survivors, ways to automatically waive local government regulations to facilitate rebuilding, and additional local resources available for rebuilding efforts.
2.	Monitor the distribution of federal disaster relief funds related to housing and infrastructure, including community development block grant (CDBG) funds, to ensure the timely dissemination of monies by state entities to local governments for reconstruction efforts. Develop recommendations for any statutory changes necessary to improve the efficiency of disaster recovery efforts, maximize housing and infrastructure funds, and ensure cooperation between private and government partners.
3.	Review and recommend options to expedite debris removal, including cutting unnecessary regulation and streamlining the process.
4.	Identify and report on existing disaster training opportunities available for local officials and make recommendations for training programs that equip them to efficiently interact with state and federal agencies during times of disaster.
5.	ETJ Limitations and Notice: Review the existing regulatory authority granted to home-rule municipalities within the extraterritorial jurisdiction (ETJ), including practices used by cities to expand ETJ boundaries, and whether proper notification is provided to property owners added to a city's ETJ following an annexation proceeding. Determine the limitations that need to be placed on a city's authority within the ETJ to better protect the private property rights of individuals and landowners, and ways to notify individuals of the impact of being within a city's ETJ. Develop a statewide rule and minimum requirements for such notifications.
6.	Housing Affordability: Examine issues that impact housing affordability, including the effect of local government taxes, fees, and mandates. Evaluate the cost of purchasing a single-family residence in different parts of the state, factoring in the impact of local rules and regulations, to identify matters of policy with the greatest influence, and identify ways to increase transparency and awareness prior to the adoption of costly local ordinances or orders.
7.	Special Purpose Districts Bond Reform: Study the state agency review of tax exempt bonds issued by special purpose districts and public improvement districts used to finance water and sewer infrastructure in new residential and commercial developments. Examine the disparities that exist between the feasibility review of water and sewer bonds backed by property­ based assessments and those backed by ad valorem taxes, and make recommendations that ensure the continued stability of the Texas tax­ exempt bond market by requiring all districts to undergo appropriate reviews prior to issuance.
8.	Municipal Management District Uniformity: In conjunction with the appropriate legislative departments, determine whether the development of a template or standardized language for the creation of municipal management districts would provide a more effective means for legislators to ensure new special purpose districts conform to accepted standards and contain appropriate taxpayer oversight.

1.	Study current law governing homeowners associations with respect to ensuring that homeowners are given adequate protections against unfair foreclosures and are given proper channels for redress in case of foreclosure.
2.	Monitor the proliferation of municipal utility districts (MUDs) outside the corporate limits or extraterritorial jurisdiction of municipalities and whether increased oversight of these districts by other political subdivisions is needed. Review the process for the creation of municipal utility districts (MUDs) through the template developed during the 81 st Legislative Session, including any changes needed to increase the efficiency and oversight over the creation of proposed districts. Review the process for creating special districts, including whether the creation of a template, similar to the one created for municipal utility districts (MUDs), is feasible and would enable the legislature to more effectively evaluate other proposed special districts during future Sessions.
3.	Review the process and costs for local governments to make government information available online. Consider ways to encourage local governments to provide more transparency, including the Comptroller's experience with transparency and her offer to assist local governments, and consider penalties for entities that fail to comply with the online requirement.
4.	Assess ways to facilitate property ownership registration to better enable individuals to participate in federal programs and make recommendations to improve processing times to provide improved access to funds.
5.	Study the reasons for and the impacts of hospitals directly hiring physicians. Examine practices in other states. Make recommendations, if needed, to permit hospitals to directly hire physicians.
6.	Review state and local policies related to development and growth in rural and unincorporated regions of the state with regard to annexation and zoning authority. Focus on impacts to private property rights. Determine the appropriateness of existing extraterritorial jurisdiction authority. Make recommendations regarding possible changes to this authority.
7.	Review the types of support state government can provide to assist local government consolidations with county governments. Evaluate budget implications for city and county government consolidations. Research the appropriateness and cost savings of eliminating duplicity between city and county governments in different regions of the state.
8.	Review the statutory authority granted to municipal management districts (MMDs) and to emergency service districts (ESDs), the authority of municipalities and counties to create public improvement districts (PIDs). Determine whether the authority granted for each entity is adequate to accomplish the goals of local governments. Assess whether the consolidation of ESDs under one statute would improve uniformity and provision of fire and emergency services through these districts.
9.	Monitor the implementation oflegislation addressed by the Senate Committee on Intergovernmental Relations, 81st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. 1.	Review the effectiveness of the Coordination of Colonia Initiatives and related measures addressed by the Committee and develop recommendations to better address substandard communities across the state where no potable water or sewage services are provided. Review state and local laws and policies relating to development and growth in unincorporated regions of the state and develop recommendations aimed at providing local units of government the necessary local control tools to curtail the spread of colonia-like developments in their jurisdictions.
2.	Examine effectiveness of state homeownership programs serving colonia residents. Study the need for contract for deed conversions in the colonias within 150 miles of the Texas/Mexico border. Examine existing statute regarding statewide distribution of the Texas Bootstrap Loan Program and recommend changes to increase the state's ability to expedite allocation of funds. Develop recommendations to address abusive lending practices in distressed areas and fair housing violations in the colonias.
3.	Study and make recommendations for state actions to increase efficiencies and reduce wait times in crossing the Texas-Mexico border, while ensuring proper security. Review initiatives to maximize bridge-crossing revenue.
4.	Assess Texas' trade-related programs and work with the appropriate state and federal agencies to develop initiatives that will increase NAFTA-related commerce in Texas. Make recommendations to encourage communities currently unable to participate in international trade, due to their lack of resources and capacity, to engage in such trade.
5.	Review the state's efforts aimed at helping distressed areas, coastal regions and rural communities to compete in the international marketplace. Work with the appropriate state and federal agencies to develop recommendations to create initiatives that will build regional development and capacity with the goal of better facilitating trade and commerce, as well as tourism, in these communities.
6.	Review the state's efforts and policies aimed at addressing the workforce training needs of trade-displaced citizens. Report on the effectiveness of these programs and develop recommendations to better assist hard to reach populations in distressed areas, including Spanish-predominant speaking displaced citizens along the Texas-Mexico border region.
7.	Monitor the implementation of legislation addressed by the Senate Committee on International Relations and Trade, 81st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Review the housing initiatives addressed by the Committee and work with the appropriate housing officials to develop recommendations to better address the housing needs of smaller and distressed communities in Texas. Develop recommendations for the cost-effective use of existing housing monies, leveraging of funds and initiatives for new funding sources.

6.	Study the implementation and impact of legislation passed by the 79th Legislature to increase the economic impact of the Texas Wine Industry on the state's economy and make recommendations, as appropriate.
7.	Study the status of floodplain mapping in Texas communities and the scope of local governments' floodplain development management authority and make recommendations, as necessary, to enable communities to provide accurate floodplain data and management plans that will facilitate more favorable insurance rates and better protect the lives and property of Texas residents in the event of a natural disaster.
8.	Study the home ownership rate for low-income Texans. Make recommendations for increasing home ownership. Analyze options for enhancing Low Income Housing Tax Credits and include costs and benefits to the state.

This function shall encompass a review and monitoring of all appropriations-related actions of those agencies assigned to this Committee for appropriative purposes during the 65th Regular Session of the Legislature, to wit: Department of Community Affairs.
2.	A study of urban development in general, to include urban sprawl and its effect; annexation policies of cities and the problems and effects caused thereby; and the emerging administrative problems of urban areas, including methods of financing improvements and urban blight and renovation.
3.	A study local government structures, including powers and resources and demands thereupon with recommendations as to any necessary legislative action to provide flexibility and uniformity of operation.
4.	A study of intra-state regions and special districts to include a report on the trends towards metropolitan area governments, and recommendations as to any necessary legislative action to control or redirect the direction of regional councils of government.
5.	A study of the methodology, effect of and financial ramifications of the State electing to withdraw participation in the social security system of state employees.

1.	Work with and support the new Texas Council of Marine Related Affairs, with the view of providing assistance and evaluating the progress made by this Council, and, further, that the special interim committee maintain liaison with the Interagency Natural Resources Council of the Office of the Governor so as to support and evaluate the Coastal Resources Management Program of the State of Texas.
2.	The Study Committee on Coastal and Marine Resources shall also evaluate legislation or other action of the Congress of the United States establishing national policy in the coastal zones and offshore waters.
3.	The committee shall investigate innovative methods of land use management based on motivational policies which would encourage the individual citizen and landowner to acknowledge the secondary effects of his actions, thereby creating the basic force necessary to protect and improve the environment of the coastal areas within the historical concepts of American government.
4.	The committee shall also investigate innovative methods whereby state and local government will be able to acquire, understand, and utilize highly specialized knowledge regarding the marine environment and the coastal interface so as to make well-informed and wise decisions concerning environmental and ecological questions.
