Relating to amending and re-enacting Senate Bill 52, Chapter 19, Acts of the Forty-first Legislature, First Called Session, 1929, creating an advisory civil judicial council to be known as the Texas Judicial Council; adding to its duties a study of courts having criminal jurisdiction, the rules and procedure in criminal trials and appeals and the gathering of statistics and the making of recommendations regarding these procedures; providing that retired judges shall be eligible for membership on the Council.
