Proposing an amendment to Section 25 of Article V of the Constitution of Texas to restrict the rule making power of the Supreme Court to civil procedure and to authorize the Court of Criminal Appeals to make rules of criminal procedure; and providing for an election, form of ballot, proclamation, and publication.
