Proposing an amendment to the Constitution of the State of Texas by adding to Article IX thereof a new section to be numbered 3, so as to authorize any county to adopt a Home Rule Charter for the establishment and regulation of its government.

Proposition For the Amendment to Article IX of the Constitution of Texas, adding Section 3, providing authority for the adoption of a Home Rule Charter by the voters in counties having a population of sixty-two thousand (62,000) or more, to effect more sufficient and economical government within such counties, and to authorize mergers of separate governmental agencies within such counties as may from time to time be authorized by vote of the people therein.
