Proposing an amendment to the Constitution of Texas providing that a home rule city may provide by Charter Provision and a general law city operating under the general laws may provide by majority vote of the qualified voters voting at an election called for that purpose, for a longer term office than two years for its officers, both elective and appointive, but not to exceed four years; provided, however, that tenure under Civil Service shall not be affected hereby.

Proposition Prop. 5 - For the Constitutional Amendment providing that a Home Rule City may provide by charter or charter amendment, and a city, town or village operating under the general laws may provide by majority vote of the qualified voters voting at an election called for that purpose, for a longer term of office than two (2) years for its officers, either elective or appointive, or both, but not to exceed four (4) years; provided, however, that tenure under Civil Service shall not be affected hereby. And providing for automatic resignation when such officers become a candidate for election to another office and providing for election of members of the governing body of such municipalities and the filling of vacancies occurring on such governing body by special election.
