Relating to appropriating two million five hundred thousand dollars ($2,500,000) per year, or so much thereof as may be necessary, for the next two fiscal years for the purpose of promoting the public school interests of rural schools and equalizing the school opportunities afforded by the State to all children of scholastic age living in small and financially weak districts, attaching conditions, regulations and limitations relative thereto authorizing aid to such schools in accordance with the conditions herein specified.
