Relating to making appropriations for the support and maintenance of the judiciary and the executive and administrative departments and agencies of the State of Texas, for the support, maintenance and improvement of the State hospitals and special schools and the institutions under the management and control of the Youth Development Council and improvement of the several State institutions of higher education and certain other institutions and agencies.
