SCR 16	Resolved by the Senate of Texas, the House of Representatives concurring, that it is the legislative intent of this Legislature in passing the conference report on H.B. No. 8, that Section 4 of Article II shall not be interpreted so as to consider the aid extended to applicants by friends and relatives in securing the necessities of life as income or resources of the applicant, and that in all cases "income" of applicants shall be construed as meaning "net" income.
