HBA-MPA H.B. 1616 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1616 By: Uher Transportation 6/30/1999 Enrolled BACKGROUND AND PURPOSE Prior to the 76th Legislature, the State Firemen's and Fire Marshals' Association of Texas was not included as a body that may certify a volunteer firefighter for specially designed license plates. H.B. 1616 allows for the issuance of special license plates for volunteer firefighters who are members of the State Firemen's and Fire Marshals' Association of Texas. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.268(a), Transportation Code, to require the Texas Department of Transportation to issue specially designed license plates for passenger cars and light trucks owned by volunteer firefighters certified by the State Firemen's and Fire Marshals' Association of Texas, or the Texas Commission on Fire Protection. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
