HBA-ALS H.B. 1861 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1861 By: Gutierrez Transportation 3/19/1999 Introduced BACKGROUND AND PURPOSE The purpose of this bill is to encourage private investment in the transportation infrastructure of the Texas-Mexico border region. H.B. 1861 requires the Texas Transportation Commission to provide for increased private investment in the transportation infrastructure in specified counties in the border region. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 201.109(b), Transportation Code, to require the Texas Transportation Commission (commission), in carrying out this section, to provide for increasing private investment in the transportation infrastructure in the border region, including the counties of Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron, Crockett, Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo, Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble, Kinney, Kleberg, La Salle, Live Oak, Maverick, McMullen, Medina, Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr, Sutton, Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala. Makes a nonsubstantive change. SECTION 2.Effective date: September 1, 1999. SECTION 3.Emergency clause.
