HBA-EVB, LCA H.B. 2133 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2133 By: Dutton Public Education 4/21/1999 Introduced BACKGROUND AND PURPOSE Currently, the board of trustees of a school district has the option to operate a kindergarten on a fullor half-day basis. H.B. 2133 requires the board of trustees of a school district to operate a kindergarten on a full-day basis. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 29.152, Education Code, as follows: Sec. 29.152. New title: OPERATION OF KINDERGARTENS ON FULL-DAY BASIS. Requires a kindergarten to be operated on a full-day basis, rather than a full- or half-day basis at the option of the board of trustees of a school district. SECTION 2. Amends Section 29.153(c), Education Code, to make a conforming change. SECTION 3. Provides that this Act applies with the beginning of the 1999-2000 school year. SECTION 4. Emergency clause. Effective date: upon passage.
