HBA-RBT H.B. 3818 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3818 By: Kuempel Natural Resources 4/19/1999 Introduced BACKGROUND AND PURPOSE Currently, trustees of the Canyon Regional Water Authority are appointed every year and serve a one year term. H.B. 3818 allows trustees to serve two-year staggered terms for a total of ten years. Implementing a two- year staggered term prevents member turnover every year, which will eliminate the entire board from being reappointed all at once. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amend Section 3.04(a) and (b), Chapter 670, Acts of the 71st Legislature, Regular Session, 1989, to provide that trustees serve two-year staggered terms, rather than one year terms. Makes a conforming change. SECTION 2. Provides that the trustees draw lots to determine which trustees serve a one-year term and which trustees serve a two-year term, beginning in 2001. SECTION 3. Emergency clause. Effective date: upon passage.
