HBA-TYH S.B. 124 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 124 By: Bivins County Affairs 3/31/1999 Engrossed BACKGROUND AND PURPOSE Currently, Texas law requires nine members to serve on the Booker Hospital District board of directors. Booker is a small town with a population of approximately 1,300 citizens. Some community members who would make valuable board members have already served at one time or another. This can make it difficult to find qualified and willing candidates to serve on the hospital board. S.B. 124 lowers the number of board members from nine to seven. This may ease the burden of finding candidates to serve their community hospital. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3(e), Chapter 411, Acts of the 58th Legislature, Regular Session, 1963, as follows: (e) Sets forth that the Booker Hospital District (district) is governed by a board of seven directors to be elected at large from the entire district, with three, rather than five, directors to be elected in odd numbered years. Deletes text referring to the names of the directors and to the dates that the directors' terms expire. SECTION 2.Effective date: September 1, 1999. Establishes dates for the election of directors and sets requirements for term lengths. Makes application of this Act prospective on the election date of May 6, 2000. SECTION 3.Emergency clause.
