HBA-CMT H.B. 1548 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1548 By: Uher Transportation 4/5/2001 Introduced BACKGROUND AND PURPOSE Currently, the Transportation Code states that the specially designed license plates issued for persons authorized by the United States to perform consular duties must include the words "Honorary Consul." However, this may not accurately reflect the nature of the persons duties. House Bill 1548 changes the language to replace "Honorary Consul" with "Consular Official." RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1548 amends the Transportation Code to replace "Honorary Consul" with "Consular Official" as the language that must be included on the specially designed license plate issued to persons authorized by the United States to perform consular duties. EFFECTIVE DATE September 1, 2001.
