HBA-BSM H.B. 2702 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2702 By: Hilderbran State Recreational Resources 4/2/2001 Introduced BACKGROUND AND PURPOSE In 1999, the Lower Colorado River Authority adopted the Lake Travis Recreation Management Plan which includes a provision that makes it unlawful for a person to operate a motorboat in a manner that creates a noise level that exceeds 92 decibels. House Bill 2702 makes the excessive noise prohibition applicable to all motorboats operating in the waters in this state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2702 amends the Parks and Wildlife Code to prohibit a person from operating a motorboat or personal watercraft in a manner that creates a noise level that exceeds 92 decibels. EFFECTIVE DATE September 1, 2001.
