HBA-DMH H.B. 384 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 384 By: Goolsby Transportation 3/21/2001 Introduced BACKGROUND AND PURPOSE Tom Landry inspired the residents of North Texas and the entire state for twenty-nine years as head coach of the Dallas Cowboys football team. Coach Landry was an exemplary leader in athletics who demonstrated commitment to character, courtesy, fairness, and excellence in many aspects. He was also an active leader in civic, religious, and charitable initiatives in the Dallas-Fort Worth area. House Bill 384 designates a portion of Interstate Highway 30 between Dallas and Fort Worth as the Tom Landry Highway and requires the Texas Department of Transportation to design, construct, and erect memorial markers along the highway. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 384 amends the Transportation Code to designate a portion of Interstate Highway 30 as the Tom Landry Highway. The bill requires the Texas Department of Transportation to design, construct, and erect memorial markers at certain places indicating the highway's designation as the Tom Landry Highway, the highway number, and any other appropriate information. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
