BACKGROUND AND PURPOSE 

Existing session law requires a candidate for the board of trustees of an
independent school district that has at least 200,000 students and includes
within its boundaries a city of at least 900,000 inhabitants to file
candidacy not less than thirty days prior to the date of the election.  The
Education Code currently requires a candidate for the board of trustees of
an independent school district to file for candidacy not later than 5 p.m
of the 45th day before the date of the election.  Senate Bill 1180 changes
the session law deadline to be consistent with the deadlines in the
Education Code. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 1180 amends law to change from 30 days prior to an election to
5 p.m. on the 45th day before the date of an election the deadline by which
a person is required to file written notice announcing candidacy for a
position on a board of trustees for an independent school district that has
at least 200,000 students and includes within its boundaries a city of at
least 900,000 inhabitants.  

EFFECTIVE DATE

September 1, 2001.
