Charges

  • Review state, federal and local efforts to detect and prevent drug trafficking across the border with Mexico, including cooperation among enforcement agencies, resources allocated to various programs and the results of those programs, and the detection of further crimes stemming from drug trafficking, such as money laundering.
  • Review the adequacy of inventory controls at state agencies. Determine whether levels of unaccounted for assets are reasonable and whether reasonable attempts to recover lost or stolen goods are made by the agencies and law enforcement offices.
  • Study the effects on Texans of recent mergers among railroads. The study should include customer service, rates and rules, equipment availability, safety, rail abandonments, and realtionships with short line railroads.
  • Review the practice of state employees, including employees of institutions of higher education, providing expert testimony in litigation against the state. Determine the prevalence of the practice, and assess the costs and benefits to the state. Determine whether other states have policies to govern the practice, and evaluate any legal issues involved in such policies.
