Charges
- Study current issues related to public transportation, inter-city travel, aviation, highway planning and finance, and utility regulation.*
- Study the matter of speed limit reduction on Texas highways and draft appropriate legislation.*

Function during the interim to study any and all matters within its purview which need investigation, either because of situations arising which need immediate action of because there are particular longstanding problems which should be studied thoroughly to arrive at feasible solutions.
Investigate the following matters within its purview:
(1) all matters pertaining to commercial motor vehicles, both bus and truck, their control, regulation, licensing and operation;
(2) all matters pertaining to the Texas highway system, including all roads, bridges and ferries constituting a part thereof;
(3) all matters pertaining to the Texas Highway Department, its organization, powers, functions and responsibilities;
(4) all matters pertaining to the licensing of private passenger vehicles to operate on the roads and highways of the state;
(5) all matters pertaining to the regulation and control of traffic on the public highways of the State of Texas;
(6) all matters pertaining to the Texas Mass Transportation Commission, its organization, powers, functions and responsibilities;
(7) all matters pertaining to the office of the Texas Department of Public Safety, its organization, powers functions and responsibilities;
(8) all matters pertaining to the Texas Railroad Commission, its organization, powers, functions and responsibilities with respect to its regulation of transportation of all types within the State of Texas;
(9) all matters pertaining to railroads, street railway lines, interurban railway lines, steamship companies and express companies;
(10) all matters pertaining to telephone companies, telegraph companies, and other means of communication;
(11) all matters pertaining to pipelines, pipeline companies, and all others operating as common carries within the state;
(12) all matters pertaining to airports, air traffic, airlines, and other organizations engaged in transportation by means of aerial flight;
(13) all matters pertaining to the Texas Aeronautics Commission, its organization, powers, functions, and responsibilities; and
(14) all matters pertaining to water transportation in the State of Texas, the rivers, harbors, and related facilities used in water transportation, and the agencies of government exercising supervision and control thereover.
