- Closely monitor and review the prison and state jail construction programs underway now and planned for the 1994-1995 beinnium to see that the programs are being carried out as quickly and efficiently as possible.
- To assess whether prison and jail cells are being placed where they are needed, whether the decision making process is prompt and efficient, and whether the process is appropriate given the state's goals and statutory requirements for siting.
- To determine the advisability of establishing a prison and state jail site selection process independent of the Texas Department of Criminal Justice and make recommendations for an independent siting process, if the Committee determines it to be advisable.
- To study the rate of paroles, both historic and future, to determine what effect those rates have had and will continue to have on the total prison population and make recommendations regarding needed statutory changes in parole policy.
