Examine the cost impacts on the state budget and the pension funds of allowing state and certain school district employees to return to work while drawing retirement benefits. Consider policy issues raised by such action, including differences in current law between state employees and teachers. Specifically consider the practice of "retiring-in-place." (Joint with House Committee on Appropriations)
Examine the criteria and methods by which membership in the ERS law enforcement program is established to assure that the program is conservatively administered with regard to those admitted to the program.
Evaluate the efficiencies and any other merits of combining judicial retirement system Plans I and II . Determine what changes would be required to one or both systems if they were to be combined. Any recommendations should be fiscally neutral to the state's general revenue fund.
Consider retirement program options for state employees whose employment may be transferred by legislation or other state action to a local government.
