- The committee is directed to make a study of present and alternative policies, merit systems, and civil service regulations of the State of Texas to determine the most equitable, efficient, and effective system for administering the executive branch of the State of Texas, giving special consideration to the needs for standardized methods of wage and salary administration, fair employment practices, employee grievance procedures, promotion and demotion policies, causes for dismissal, and other personnel policies.*
