• To investigate and determine whether any abuses have occurred in the operation of conservation and reclamation districts and if such abuses are determined to have occurred, to review the present constitutional provisions, laws and regulations relating to the creation and operation of conservation and reclamation districts to eliminate the possibility of future abuses.*
