Charges
• Investigate the situation of text books, their purchase, distribution, replacement, rebinding, etc.*
• Resolved by the Senate of Texas, that this committee be continued after adjournment of the Legislature and that it be directed to study and investigate the situation as to free text books and such other matters affecting the schools of Texas as in its wisdom it may see fit.
• Investigate the differences that have arisen between the Board of Regents of the University of Texas and the President of the University and the faculty, with the idea of determining what legislation, if any, may be needed to define more clearly the prerogatives, authority and duties of the Board of Regents and the administrative officers and faculty of the said University; and to prevent, if possible, a recurrence of disagreements over conflicting authority.

Appointed by Lieutenant Governor 2/16/1943, pursuant to SR 35. Report printed in Senate Journal, 48th Legislature, 5/11/1943, p. 1121, indicating Metcalfe as Chairman. Continued for interim by SR 103. Vernon Lemens (Member) resigned and Wardlow Lane appointed, 5/11/1943.
During the interim, Penrose Metcalfe, committee chair, called the committee to investigate issues at the University of Texas.
Attorney General Grover Sellers issued an opinion, O-6276, finding the SR 35 and SR 103 did give the committee the authority to investigate the University of Texas controversy.
