Pursue a comprehensive study of the House Rules of Procedure, including but not limited to:
(a) rules governing the scheduling of legislation for floor debate;
(b) rules governing the consideration of legislation by the house at other legislative stages; and
(c) rules governing interactions of the house with the senate.
