Study the state's role in preserving publicly owned buildings, including:
(1) the desirability of using alternative procedures in lieu of state permit requirements as a means of protection;
(2) the feasibility of shifting responsibility for building preservation to the Texas Historical Commission, which has architects on staff;
(3)the need for more objective criteria for determining eligibility for landmark status; and
(4) the identification of more effective means of communicating state requirements to local officials.
