• Make a thorough and comprehensive study of the financing of the higher education system in Texas with particular emphasis on providing the highest quality of educational services in the most efficient manner possible. Giver particular emphasis to the issues of facility financing, the impact of declining enrollments, the future of formula funding, and the adequacy of financial administration.
• Review tuition, fees and student assistance, as well as funding for faculty salaries, organized research, and facilities construction and repair. *
