- Study the prison industries program operated by the Texas Department of Corrections. The study will include, but not be limited to, the issues of program efficiency, the desirability of providing nominal wages to inmate workers, job training opportunities, and tax incentives to encourage businesses to contract the with department for the production of goods presently being manufactured or assembled outside the United States for American consumption.
