- Study and recodify the Code of Criminal Procedure.
- Study federal RICO [Racketeer Influenced and Corrupt Organizations Act] statutes and determine whether organized criminal activity in Texas necessitates the enactment of similar state legislation.
- Study sentencing standards and alternatives, including the deterrent effect of increased or enhanced penalties on criminal activity, and the potential of creating new felony offenses which would not require a sentence to the Department of Corrections.
- Study fraud, theft, and misappropriation of funds in the construction and home remodeling industry and determine the need to incorporate existing civil statutes with criminal sanctions into the Penal Code.
- Study legislation addressing inhalation of abusable or volatile substances, focusing not only on the retailer and the abuser, but also on the wholesaler and/or manufacturer.
- Study the grand jury system in Texas and consider the efficacy of reform.
- Review the statutes and procedures for handling death inquests; review the educational requirements of justices of the peace who handle death inquests; and study the need for a medical examiner in cases where the cause of death is questionable.
- Study the problem of elder abuse and neglect.*
