- To monitor all activities and have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 21.
- To study the possibility of increasing the legal drinking age from 19 to 21 years of age.
- To do a comparative study of other state's laws prohibiting open alcoholic beverage containers in moving vehicles.
- In cooperation with the House Committee on State Affairs, study the wine and grape industry in Texas, and how other states have encouraged the development of this industry.
