• Proceed to the seat of the State Penitentiary, at Huntsville, Texas; investigate thoroughly all matters bearing on the State Penitentiary, and the property of the State therewith connected, and the management, treatment, and location of the convicts in, or sentenced to said penitentiary, and the improvements erected and in process of erection by the lessees, and all the relations of said lessees to the State.*
