1.	To study the problem of uninsured motorists on Texas roadways and examine efforts that might be initiated to combat this occurrence. Also charged with analyzing the severe problem of automobile thefts in Texas with the goal of reducing auto thefts and increasing the recovery of stolen vehicles within the state and Mexico.
