53rd Regular Session
HB 46 Caption: Relating to declaring certain conduct dealing with underground water in the semi arid portion of the State of Texas being that part of the state west of the 98th meridian west of Greenwich, to be a waste of our natural resources, and prohibiting same; providing that this Act shall not prevent the State Board of Water Engineers from issuing temporary permits for such conduct in event of sudden public catastrophe; providing for injunction suits to restrain violations of this Act and fixing the jurisdiction and venue of such actions.
HB 89 Caption: Relating to providing for and regulating the right of power of eminent domain and the process of condemnation thereunder to be exercised by or for the benefit of any political subdivision of this State or the citizens of said political subdivision against the property of the resident citizens of any other political subdivision of this State.
HB 90 Caption: Relating to requiring the State Banking Department to quarterly pay into the State Treasury for credit to the General Revenue Fund an amount of money in addition to that now required by law, equal to ten (10%) per cent of all funds collected as fees, charges and assessments from all services as now authorized by law.
HB 147 Caption: Relating to amending certain Statutes relative to recovering of estates by persons once presumed dead.
HB 148 Caption: Relating to authorizing the State Board of Water Engineers of Texas to plug improperly capped oil wells now flowing salt water into the Frio River from State Lease No. MF 8214 in McMullen County.
HB 375 Caption: Relating to requiring all moneys received by the State Department of Banking on and after September 1, 1953 for any charges, fees, and other services rendered by it to be deposited in the Treasury of the State of Texas in an account to be known as the State Department of Banking Account and shall be paid out only upon appropriation by the Legislature.
HB 383 Caption: Relating to providing that in any development or project authorized under Section 59 of Article XVI of the Constitution of Texas, no property of any kind within the State of Texas may be acquired by the exercise of the right or the power of eminent domain and the process of condemnation thereunder unless the political subdivision in which said property is located will benefit from the development or project when completed for which the condemned property is intended to be used or is needed; providing the measure or determination of said benefits.
HB 428 Caption: Relating to requiring that all funds of certain State Boards and Agencies be deposited in the State Treasury and providing for expenditures thereof in accordance with appropriations made by law; requiring each such board or agency to present budget estimates to the Legislature.
HB 590 Caption: Relating to restricting the size of water storage within the Nueces River Conservation and Reclamation District; declaring 25% of certain stored waters to be the property of the State to be held in trust for the use and benefit of the inhabitants of the county where the water is stored.
HB 722 Caption: Relating to providing for the payment of a royalty to the State of Texas on minerals and other substances extracted from the beds or waters of salt water lakes, bays, inlets, or marshes owned by the State within tidewater limits, or from that portion of the Gulf of Mexico within the boundaries of Texas; excluding oil and gas, sand, shell and gravel; providing for a permit and annual statements of production; providing an audit; providing for promulgation of rules and regulations.
HB 861 Caption: Relating to fixing an open season on buck deer, wild turkey and quail in Live Oak County; fixing a penalty.
HJR 6 Caption: Proposing a constitutional amendment increasing the compensation of the Governor and the Lieutenant Governor and setting out who shall exercise the authority of those offices in case of vacancy in either office.
HJR 25 Caption: Relating to proposing a constitutional amendment authorizing the Legislature to fix the salaries of certain constitutional officers.

HB 32 Caption: Relating to fixing an open season on buck deer, wild turkey and quail in La Salle County; fixing a penalty.
HB 33 Caption: Relating to fixing an open season on buck deer, wild turkey and quail in Live Oak County; fixing a penalty.
HB 61 Caption: Relating to making it unlawful to place or permit to remain in certain stated places, under such circumstances as to be accessible to children, any ice box, refrigerator, or other airtight or semi-airtight container having a capacity of one and one-half (1 1/2) cubic feet or more and an opening of fifty (50) square inches or more and which has a door or lid equipped with a latch or other fastening device capable of securing such door or lid shut; making a violation of this Act a misdemeanor and providing a penalty therefor; providing that each day that such violation continues shall be a separate offense.
HB 68 Caption: Relating to amending certain Acts relative to counties and road districts issuing bonds for the purpose of construction, maintenance and operation of macadamized, graveled or paved roads and turnpikes.

HB 25 Caption: Relating to preventing the inundation or forced relocation, partially or wholly, of cities and towns incorporated for more than ten (10) years without the consent of the majority of the qualified property taxpaying electors thereof; limiting the authority of the State Board of Water Engineers to grant permits for the construction, enlargement or extension of dams, lakes, reservoirs or other facilities upon the Nueces River.
HB 33 Caption: Relating to amending certain acts relating to and clarifying the power of the Lower Nueces River Water Supply District and to acquire property.
HB 176 Caption: Relating to providing for a more effective means for the education of the people of this State in order to protect the welfare, health, safety, peace and temperance of the citizens of Texas; regulating the labeling and advertising of malt liquor, vinous liquor and distilled spirits; requiring the use of certain words and phrases in connection therewith; prescribing certain duties of the Texas Liquor Control Board; authorizing certain rules and regulations; stating the purpose of this act; providing penalties for violation.
HB 215 Caption: Relating to creating Road District No. 4-C of Atascosa County, Texas, for the purpose of the construction, maintenance and operation of macadamized, graveled or paved roads and turnpikes or in aid thereof.
HB 237 Caption: Relating to validating the creation of Road District Number 4-B, of Atasoca County, Texas; validating the election held on February 3, 1951, authorizing the issuance of road bonds; authorizing the issuance of road bonds of Road District Number 4-B without the necessity of compensating other road districts overlapped in part by Road District Number 4-B.
HB 271 Caption: Relating to requiring all officers, officials, departments, boards, bureaus, commissions, or other agencies of the State of Texas, having control of any passenger motor vehicles purchased with funds appropriated by the Legislature to transfer all such motor vehicles that have been operated sixty thousand (60,000) miles or more, regardless of where located, to the State Board of Control within thirty (30) days after September 1, 1951, and on the first day of each month thereafter; providing that the Board of Control shall dell or dispose of such passenger motor vehicles.
HB 328 Caption: Relating to amending certain statutes by providing that the petitioner for adoption of a child, and the child to be adopted, if fourteen (14) years of age or over be required to attend the adoption hearing, and providing an exception for certain members of the Armed Services of the United States of America.
HB 331 Caption: Relating to providing an open season for the taking and killing of Javelina in Live Oak County; providing for approval by County Commissioners Court before this Act shall become effective.
HB 339 Caption: Relating to authorizing the Oil and Gas Division of the Railroad Commission of Texas to plug improperly capped oil wells now flowing salt water into the Frio River from State Lease No. MF 8214 in McMullen County; providing an emergency appropriation therefor.
HB 340 Caption: Relating to requiring that all funds of certain State boards be deposited in the State Treasury and providing for the expenditure thereof in accordance with appropriations made by law; providing that all funds of any Boards, Bureaus, Commissions or other agencies of the State hereafter created by the Legislature shall be deposited in the State Treasury and expended in accordance with appropriations made by law.
HB 402 Caption: Relating to amending certain acts relating to the conservation, storage, control, development and equitable distribution of the water of the watershed of the Nueces River and its tributaries; requiring the consent and approval of the Board of Directors of the Nueces River Conservation and Reclamation District for the use, diversion, storage or impounding of any waters of such watershed beyond present actual use, diversion, storage or impoundage.
HB 614 Caption: Relating to creating the State Deposit-Investment Board, composed of the State Comptroller, the State Auditor and the Attorney General; providing for and defining the powers and duties of said Board and other State officials in respect to this act.
HB 757 Caption: Relating to providing an open season for the taking and killing of javelina in Live Oak County; providing for exemption of the J. Frank Dobie Game Preserve.
HB 807 Caption: Relating to requiring the State Banking Department to quarterly pay into the State Treasury for credit to the General Revenue Fund an amount of money in addition to that now required by law, equal to ten (10%) per cent of all funds collected as fees, charged and assessment and all services as now authorized by law.
HB 815 Caption: Relating to making an emergency appropriation of Five Hundred Dollars ($500) out of any funds in the State Treasury not otherwise appropriated, to be expended by the Texas State Parks Board for reconditioning and repairing the Frio State Park in Frio County, Texas.
HB 829 Caption: Relating to making it unlawful for the owner of any water well to let water from such well flow or be pump unused into any natural stream or water course, which water would be permitted to flow beyond the bounds of property owned by the owner of said well; defining such act as constituting waste; providing a penalty.

HB 102 Caption: Relating to providing for the term of the validity of an operator's license to operate a motor vehicle upon a highway; providing for the term of the validity of a commercial operator's and chauffeur's license to operate a motor vehicle upon a highway.
HB 141 Caption: Relating to repeal a certain Act creating the "Good Neighbor Commission".
HB 258 Caption: Relating to validating the creation of Road District No. 4-A of Atasoca County, Texas; validating the election held on July 31, 1948; authorizing the issuance of road bonds of Road District No. 4-A without the necessity of compensating other road districts overlapped in part by Road District No. 4-A.
HB 259 Caption: Relating to making it unlawful for anyone to enter upon or go on to the premises of another after dark without the consent of the owner of said premises, and peep or attempt to peep into any room of any dwelling thereon through any window or opening thereof; fixing penalties.

HB 4 Caption: Relating to levying and allocating a special fee of twenty-five dollars ($25) to be taxed as costs in all actions for divorce filed in district courts.
HB 20 Caption: Relating to amending a previous Act, authorizing and empowering the commissioners' court of each county of this state, where said county has acquired a water supply from subterranean waters for county purposes, to sell, contract to sell and deliver to any public or municipal corporation or political subdivision of this state, for use or resale, any or all such water not needed for county purposes; repealing all laws and parts of laws in conflict herewith to the extent of such conflicts only; providing that if any section, sentence, clause or phrase of this act is held invalid or unconstitutional, the validity of the remaining portion shall not be affected thereby.

HB 226 Caption: Relating to amending certain Acts by providing for a refund of Motor Fuel taxes on public school buses.
HB 440 Caption: Relating to validating the organization creation of independent school districts established and created by consolidation of one or more county line school districts.
HB 463 Caption: Relating to making it unlawful for anyone to enter upon or go on to the premises of another after dark without the consent of the owner of said premises, and peep or attempt to peep into any room of any dwelling thereon through any window or opening thereof; fixing penalties.
HB 480 Caption: Relating to amending certain Acts to provide for rules and regulations to govern the County Judge in fixing and setting a bond of guardians in instances where the ward will require monies in installments from insurance and pension sources.
