HB 3 Caption: Relating to declaring a State policy in the construction and maintenance of a State system of highway; declaring that such system of highways shall be developed from an independent revenue exclusive to the State adequate to traffic needs.
HB 4 Caption: Relating to amending certain statute providing for an occupation tax upon wholesale dealers in gasoline equal to four centers per gallon on all such gasoline so sold by any such dealer.
HB 5 Caption: Relating to amending certain statute providing certain duties for county tax collectors in handling registration fees of motor vehicles; providing for the apportionment of motor vehicle registration fee between the state Highway Department and the counties of the State.
HB 6 Caption: Relating to authorizing the collection of a tax upon the business of motor vehicles operating as common carriers in the transportation of persons and property for hire equal to two per cent of the gross receipts of such common carrier motor vehicles from the charge made by such common carriers for the transporting of persons or property; providing the effective date.

HB 384 Caption: Relating to authorizing the Texas Prison Board to render properties of the State Prison System for taxation for all counties of the state in which such properties are located and for the payment of such taxes from funds out of the Prison System.
HB 391 Caption: Relating to amending certain articles related to debentures issued by Federal intermediate banks under provisions of the "Agricultural Credit Act of 1923."
HB 433 Caption: Relating to empowering the Texas Prison Board to formulate a policy for the operation of the present system and for its centralization and re-organization; providing for authority to the Board to make sales of prison system lands in furtherance of a plan of centralization of the system, and with authority to effect exchanges of prison system lands for other lands suitable to the purpose of centralization of the system; and providing the conditions under which such sales shall be made.

HJR 23 Caption: Proposing an amendment providing authority to counties or subdivisions of counties to lend their credit for the establishment of warehouses to be operated under State supervision for storing and marketing farm products.

40th 1st Called Session
HB 4 Caption: Relating to authorizing and empowering County Commissioners courts to control and regulate the use of county roads and highways, other than parts of the system of designated highways, and to protect such roads from damage by regulating the classes of vehicles and the loads carried thereon, permitted to use such county roads.
HB 5 Caption: Relating to defining and classifying the Civil Service of this State, and such counties and municipalities as may adopt the provisions of the Act as herein provided.
HB 13 Caption: Relating to providing for the construction and maintenance of State Highways under the control of the State Highway Department; and which amendment provides for the construction and maintenance of the State Highway System under the direct control of the State Highway Department, expresses the policy of the State in such road construction, and the methods of financing such construction.
HB 21 Caption: Relating to providing authority to the State Highway Commission to select and maintain temporary detour roads through counties where construction of designated parts of the State Highway System is being carried on, and setting forth the duties of the Commission and of the Counties therewith.
HB 22 Caption: Relating to the repeal of all laws in conflict with the provisions of Section 2 of Chapter 93 of the Acts of the Regular Session of the Fortieth Legislature; providing that on and after September 1, 1928 the gasoline tax collected by the State shall be reduced to two cents a gallon.
HB 25 Caption: Relating to registration of motor vehicles and the issuance of licenses therefor; providing for the registration of such motor vehicles and the issuances therefor.
HB 55 Caption: Relating to amending Article 5518 of the Revised Statutes of Texas of 1925, limit the time within which a person under twenty-one years of age, or in the military or naval service of the United States in time of war, or of sound mind, or imprisoned, may institute suit for the recovery of real estate.

HB 113 Caption: Relating to creating a State Budget Commission; prescribing the duties of such commission; indicating the policy of the State with reference to the official budget; and making an appropriation.
HB 135 Caption: Relating to negotiable instruments and establishing a law uniform with other states as have adopted the Uniform Negotiable Instruments Law.
HB 171 Caption: Relating to amending certain articles by providing the duties of railroads and interurban companies in maintaining road beds and fixing a penalty for violation of this Act.
HB 226 Caption: Relating to defining and classifying the civil service of this State, such counties and municipalities as may adopt the provisions of this Act, as herein provided; creating a Civil Service Commission and prescribing who shall appoint and how the same shall be appointed, and defining and prescribing the duties, powers and authority of such Civil Service Commission; creating certain offenses for violations of the provisions of this Act, and defining same, providing penalties, and repealing laws in conflict herewith.
HB 234 Caption: Relating to amending the law creating the State Highway Department by amending the sections which relate to the collection and expenditure of license fees for road purposes.
HB 257 Caption: Relating to amending certain laws relating to reports by owners of oil wells so as to provide a tax on said owners.
HB 258 Caption: Relating to amending certain laws providing that each and every individual, company, corporation or association doing an express business by railroad, water, interurban or other common carrier in this State, shall, on the first days of certain months of each year, make a report to the Comptroller of Public Accounts under oath, showing the amount of gross receipts from charges and freight within this State collected, or uncollected and requiring the payment of an occupation tax.
HB 259 Caption: Relating to requiring the payment of an occupation tax by every person, firm, co-partnership, etc. manufacturing, selling or distributing non-intoxicating beverages in this State and for quarterly reports to be made to the Comptroller of Public Accounts on the first days of January, April, July and October of each year; providing penalty for failure to make reports and pay the tax imposed.
HB 260 Caption: Relating to levying an annual occupation tax of twenty-five ($25.00) dollars upon all persons, firms, associations or corporations selling soft drinks; providing that counties, incorporated cities or towns in which said sales are made may each levy and collect an annual tax not exceeding twelve and one-half ($12.50) dollars per annum from such parties; defining soft drinks and providing a penalty for the violation of the provisions of this Act.
HB 417 Caption: Relating the prevention of theft of motor vehicles; providing that it shall be unlawful for any person or persons to have in possession or sell offer to sell, or to use upon public highways, any motor vehicle from which the engine number has been removed or obliterated, and that such person or persons shall make applications to the Highway Commission for an engine number which shall be stamped on the engine of such motor vehicle.
HB 444 Caption: Relating to effectuating certain purposes of Section 59 of Article 16 of the Constitution; authorizing a state policy of conservation of natural resources; providing for the creation of a conservation commission, merging the State Board of Water Engineers in such commission, and making all laws now administered and making all laws now being administered by the Department of the Board of Water Engineers cumulative of this act, and to be administered by the conservation commission.
HB 466 Caption: Relating to amending certain statute so as to provide for the selection of a depository for the funds of levee improvement districts.
HB 471 Caption: Relating to authorizing the Board of Regents of the University of Texas to issue and sell bonds in the name of the University of Texas, and to obligate the Board of Regents for and in behalf of the University of Texas to pay such bonds; providing for the payment of interest on such bonds and creating a sinking fund to redeem them at maturity out of the annual rentals and interest and other income of the lands and bonds constituting the permanent fund of the University of Texas, declared to be a trust fund for those purposes.
HB 495 Caption: Relating to providing an adequate method of regulating the practice of civil engineering and surveying in the State; defining civil engineering and surveying; creating a Board of Engineering Examiners and prescribing its powers, duties and compensation.
HB 580 Caption: Relating to amending certain statutes relating to injunctions concerning drilling operations by providing in substance that no injunction, or temporary restraining order, shall be issued by any judge of this State prohibiting any sub-surface drilling or mining operations on the application of any adjacent land owner, claiming injury to his surface or improvements, or loss of, or injury to, the minerals thereunder, unless the person, corporation or partnership, against whom such drilling or mining operation is alleged as a wrongful act, is shown to be unable to respond in damages for any injury that may result from such drilling or mining operations.
HB 584 Caption: Relating to preventing the introduction into and dissemination within this State of insect pests and diseases injurious to plants and plant products of this State, and prescribing the powers and duties of the Commissioner of Agriculture, and making an appropriation for the purpose of carrying out the provisions of said Act.
HB 585 Caption: Relating to amending certain statute so as to authorize the appointment of special deputy sheriffs to enforce the penal provisions of the laws relating to motor vehicles and their use on public highways.
HJR 4 Caption: Proposing for the calling of a convention to prepare and submit to the people a new Constitution for the State of Texas; providing for the election of delegates; and for the submission of the Constitution to the people; and making an appropriation for the expenses of such convention.
HJR 29 Caption: Proposing an amendment to Article 7 of the Constitution of the State of Texas, which article relates to education, and which sections provide for the establishment and support of the University of Texas and its branches.

HB 51 Caption: Relating to repealing "An Act to establish a Junior Agriculture College east of the Ninety-sixth Meridian and North of the Thirty-first Parallel," providing that all acts done, contracts or agreements that may have been entered into by the State of Texas or by any of its officers, agents or employees, are each and all hereby canceled and annulled and all appropriations canceled.
HB 52 Caption: Relating to repealing the Act establishing Northwest Texas Insane Asylum.
