Payne edited newspapers in Campbell, Como, then Commerce. "I.M. Payne of Commerce" purchased the Collinsville Times in April 1915, moved his household to Collinsville, Grayson County on 6/4/1915, and "moved out of the county" by 12/17/1915. "Tom L. Ridgwell of Rockwall" [sic: Thomas B. Ridgell] became a candidate for flotorial representative to serve out Payne's term.
