"A native of Tennessee, Meeks came to Texas at the age of 17 . . . Meeks had a long career in public office. As a young man, he was elected tax assessor and collector of Bell County, and later was elected to the 31st Legislature. A few months before his term expired in 1909, Meeks moved to San Antonio."
