Relating to incorporating the Winnsboro Independent School District in Wood and Franklin counties, Texas, for free school purposes only, defining its boundaries, and providing for a board of trustees, divesting the city of Winnsboro of the control of its public schools, and title to school property and vesting the same in said Winnesboro Independent School District, and its Board of Trustees, prescribing the right, powers, privileges and duties of said Winnsboro Independent School District and its Board of Trustees.
