Relating to providing that any person, or any agent, employee, or representative of any firm, corporation, or joint stock association, that is required by the laws of the State of Texas, or under the rules and regulations of the Railroad Commission of the State of Texas, made in pursuance of the laws of said State, to keep records and make reports under such laws, or rules and regulations passed by the Railroad Commission in pursuance thereof, who shall fail and refuse to keep such record and make such reports as required, or who shall make and deliver to the Railroad Commission of Texas, or to its properly constituted authorities, a false report as to matters which said report for which said report is given and required, shall be deemed guilty of a felony and upon conviction thereof, shall be punished by confinement in the State Penitentiary for not less than one year nor more than five years.
