Proposing an Amendment providing that ad valorem taxes paid to any proper official of the State of Texas, and all political subdivisions thereof shall be applied to the payment of the oldest unpaid ad valorem taxes on the property paid on, and any ad valorem tax receipt issued by any such tax collecting official shall be conclusive evidence that all prior ad valorem taxes on such property have been paid.
