Submitting as topics for consideration by the 70th Legislature, 2nd Called Session, the application of the Texas Sunset Act to public systems of higher education, the authority of the Texas Dept. of Health to execute federal forms necessary for the receipt of health facilities funding, the jurisdiction of county civil courts at law in counties of 2 million or more, the provision of services to residents of counties that have been declared a disaster area, the definition of commercial motor vehicle, the levy of a maintenance and operation tax for the operation of the ports and harbors of certain cities, the duties and authority of the Harris County District Authority to represent the state in criminal and civil matters in the district and inferior courts of Harris County, the membership of the State Board of Education, the payment of supplies, materials, equipment and services by state agencies, the accountability review and tax rate of metropolitan transportation authorities, the assessment of damages in eminent domain proceedings, an amendment to HJR 18, 70th Legislature relating to jail districts, and the Texas Opportunity Plan Fund
