Relating to carrying into effect Article 32, Section 16, of the Constitution of the State of Texas in relation to the Texas State Board of Health and Vital Statistics Department; to abolish the present Department of Public Health and Vital Statistics; to create a Texas Board of Health; prescribing penalties.
