Creating and establishing a conservation and reclamation district to be known as the Wise County Municipal Utility District Number 2, notwithstanding the provisions of general laws relating to consent by political subdivisions for the creation of conservation and reclamation districts or municipal utility districts; declaring the district a governmental agency and body politic and corporate; defining the boundaries; finding that the boundaries of the district form a closure; finding that all property within the district will be benefited thereby; conferring rights, powers, privileges, authorities and functions upon the district; making those provisions of the general law applicable to municipal utility districts which are not inconsistent with this Act, applicable to said district; constituting a board of directors; providing for the appointment and elections of successor directors; enacting other provisions relating to the aforementioned subject; providing a severablitity clause.
