Remarks: Enabling legislation for SJR 22. Sections 2 and 5 of this Act take effect September 1, 1999. Sections 1, 3, and 7 of this Act take effect January 1, 2000 if SJR 22 is approved by voters. Section 4 of this Act take effect in 90 days (08/30/99).
