Relating to authorizing the creation and establishment of Water Control and Preservation Districts for the control and preservation of the purity of the waters, creeks, bayous, lakes, canals, streams or other waters for irrigation or in aid thereof, by the prevention of the inflow of salt water or other deleterious substances; providing penalties.
