Relating to the creation of the constitutional office of Criminal District Attorney of Hays County; abolishing the office of County Attorney of Hays County; conforming the jurisdiction of the Criminal District Attorney of Caldwell and Comal Counties; prescribing the qualifications and duties and providing compensation of the criminal district attorney; providing for filling the office initially by appointment by the governor and subsequently by election.
