Relating to authorizing the establishment of Junior Colleges in Independent School Districts and cities that have assumed control of their schools in the State of Texas, having taxable values of not less than Twenty-five Million Dollars ($25,000,000.00) and a high school enrollment of not less than four hundred (400) pupils in the high school.
