Relating to the authority of a political subdivision to contract with certain counties of state agencies to assist in the enforcement of outstanding warrants of arrest for the failure to appear or pay a fine on a complaint involving certain traffic offenses and to such enforcement; providing procedures for refusal, revocation, and reinstatement of registration and driving priviledges.
