BACKGROUND AND PURPOSE 

Currently, there is a perceived local need for a new district court in
Denton County.  Since 1985, no new urban district courts have been created
in Texas.  H.B. 2474 creates a new district court in Denton County. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter C, Chapter 24, Government Code, by adding
Section 24.567, as follows: 

Sec.  24.567.  422ND JUDICIAL DISTRICT (DENTON COUNTY).  Provides that the
422nd Judicial District is composed of Denton County.  Requires the 422nd
District Court to give preference to family law matters. 

SECTION 2.Creates the 422nd judicial district.
  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
