HBA-NMO, RBT H.B. 3554 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 3554 By: Deshotel Natural Resources 7/22/1999 Enrolled BACKGROUND AND PURPOSE The boundaries of the Port of Port Arthur Navigation District of Jefferson County, Texas, are set forth in Section 1, Chapter 197, Acts of the 58th Legislature, Regular Session, 1963, as amended. Prior to the 76th Legislature, the description of the Port's boundaries contained some inaccurate language. H.B. 3554 corrects the inaccuracies. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1, Chapter 197, Acts of the 58th Legislature, Regular Session, 1963, to modify the boundary from a point due east, rather than west, of the junction of the center line of the Intracoastal Canal, modify the spelling of Viterbo Road, rather than Vitterbo Road, and modify the boundary from eastward, rather than southward and eastward, along the center line of the rightsof-way of State Highway 73. Adds a description of a second tract of land located in Jefferson County to the description of the boundaries of the Port of Port Arthur Navigation District. SECTION 2. States that proof of publication has been made, and that all requirements of notice and delivery have been met. SECTION 3. Emergency clause. Effective date: upon passage.
