HBA-JRA H.B. 3841 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3841 By: Swinford Public Education 4/26/1999 Introduced BACKGROUND AND PURPOSE Currently, the State of Texas certifies its public school educators. H.B. 3841 repeals the subchapter of the Education Code that establishes the State Board for Educator Certification and provides for the certification of public school educators. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that rulemaking authority previously delegated to the State Board for Educator Certification is rescinded in SECTION 1 of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Subchapter B (Certification of Educators), Chapter 21, Education Code. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
